0101 / THE MARKETA growing market. More competition.

Dubai is a serious market for rental businesses. But buying cars and putting them online is not enough. You need a clear customer, the right fleet and a way to win bookings without giving away your margin.

RTA recorded 3,494 active vehicle rental companies at the end of 2024, a 33% increase from 2023. That is both an opportunity and a reason to be selective. To start and grow a car rental business in Dubai, decide who you will serve, calculate the cost of each car, complete the operating approvals and build a repeatable way to find customers.

0202 / THE OPPORTUNITYWhy start a car rental business now?

Dubai welcomed 19.59 million international overnight visitors in 2025. The UAE is also adding new reasons to visit. Disney and Miral have announced a theme park resort on Yas Island in Abu Dhabi. Wynn Al Marjan Island in Ras Al Khaimah, including its planned casino, is expected to open in 2027.

Our long-term view is clear: the UAE will keep creating demand for rental cars. We also see the return of travellers after Iran-related disruption as an opportunity to prepare for. Build a business for that recovery, rather than buying cars on the assumption that every month will be busy.

Think about 2035, but make each car profitable today. Tourists are one customer group. Residents between cars, families visiting relatives and companies placing staff on projects give you other reasons to keep a fleet working.

0303 / FLEET STRATEGYChoose the customer before the car

Do not limit your thinking to the cheapest car or the most expensive supercar. In our market experience, comfortable family cars receive less attention than economy cars and exotics. That leaves room for an operator who gets the practical details right.

We see operators doing well with Lexus, BMW and Mercedes-Benz SUVs. These cars serve customers who want comfort, room for people and luggage, and a well-presented vehicle without making the entire trip about the car.

Match the fleet to the customer
EconomyDaily transport, price-conscious renters and practical monthly use. Reliability and the total price matter.
Family SUVFamilies, visiting relatives and residents who need comfort, luggage space and a dependable car.
ExoticCustomers seeking a particular model, occasion or driving experience. The exact car and its condition matter.

Good prospects tell you their dates, passenger numbers and needs. Families ask about luggage, child seats and delivery. Longer-term renters ask about mileage, maintenance and replacement support. Answer those questions before customers need to chase you. Clear information saves staff time and makes it easier for a suitable customer to choose you.

0404 / RENTAL DURATIONLong-term rentals mean less daily work

A contract lasting several months or up to two years can reduce repeated selling, cleaning and delivery. Instead of organising a new handover every few days, your team manages a longer customer relationship. Fewer changeovers can lower the daily operating cost per car.

Agree the mileage, servicing, payment schedule, replacement arrangements and early-return terms at the start. Long-term rentals still need management, but they can make the work more predictable. Compare the lower monthly rate with the time and cost saved, not just the daily headline price.

0505 / BUYING DECISIONSGood resale does not mean low risk

The G-Class is a competitive segment. A strong resale reputation does not protect you from a high purchase price, idle days or falling rental rates. Calculate what each car earns after all costs.

Include depreciation, finance, insurance, maintenance, delivery and customer acquisition. Test a quieter month as well as a busy one. A less expensive car that stays rented can be a better purchase than a desirable car that spends too much time parked.

Our market report helps you think through fleet selection and the trade-offs between different vehicles.

0606 / CUSTOMER EXPERIENCEYou can offer deposit-free rentals

Specialist services can help you operate without collecting a traditional deposit. You do not have to design the entire system yourself. We can introduce providers for your rental business.

Compare the service fee, eligible customers and vehicles, and who is responsible for damage, fines and unpaid charges. The goal is a simpler experience for the customer and a clear process for your team.

0707 / COMPANY SETUPMainland, RTA, SIRA and TARS

Our recommendation is a mainland setup for a physical Dubai rental operation. Choose the structure for the business you intend to run, not the cheapest advertised licence.

Meydan Free Zone publishes a car-rental setup guide and states that RTA approval is required. Free-zone routes exist; a trade licence alone is not the whole operating approval. Get the requirements for your exact activity confirmed before you commit.

Our practical view is that the savings can shrink once you include the office, parking and compliance work. Changing the company structure later can add substantial licensing, contractual and administrative costs. For a local fleet and operating base, start with mainland and budget for the full setup.

  1. Company and activity approvalsObtain the licensing authority's initial approval and complete the applicable RTA permit or NOC process. Match the licensed activity to self-drive rental.
  2. Premises and securityProvide an office and suitable parking. Plan SIRA-approved vehicle tracking and its installation certificate, as well as the facility's security requirements.
  3. Vehicles and operating readinessArrange Dubai vehicle registration, inspections and comprehensive insurance for the rental activity. Check vehicle eligibility before buying.
  4. Daily recordsRegister in the required systems and use the Transport Activities Rental System, TARS, for rental operations in accordance with RTA's requirements.

RTA approvals and SIRA compliance are two important parts of the setup. TARS belongs in your everyday operating process, not just your opening checklist. We can introduce cost-conscious SIRA service providers so you can compare scope and quotations.

Requirements: RTA Car Rental activity card and SIRA vehicle rental facility requirements. Confirm your application with the relevant authorities before spending on premises or vehicles.

0808 / PARTNERSHIPSBuild your own customer base

Should you buy cars and put them under a larger rental company's partnership programme? Our default advice is to acquire customers and operate your own fleet. If you own the cars while another company takes most of the profit and controls the customers, you carry the cost without building your own customer relationships.

Before signing, check who pays for idle days, damage, maintenance and late payments. Look at payment timing and how you can leave the arrangement. A partnership should give you a clear return for the risks you keep. A large company name alone is not enough.

0909 / ACQUISITIONGo where your customers look

Your marketing should match the cars you rent. A resident looking for an affordable three-month rental searches differently from someone choosing a supercar for a weekend.

Start with the channel that fits the rental decision
Google SEOPrioritise practical rentals and long-term demand. Publish the exact cars, full terms, mileage and delivery details customers search for.
InstagramShow exotics and distinctive cars through real photos and short videos. Show condition and specification, not only the badge.
YouTubeShow the driving experience, cabin and details customers cannot judge from one photo. Use model-focused videos to support enquiries.

Large listing sites already contain many competing companies. Simply joining does not put you in front of every customer: you have to compete for visibility inside the platform too. Improve the listing, reply promptly and track which enquiries become profitable rentals. Build your own channels alongside any platform you use.

For family cars, show the rear seats and luggage space. For monthly rentals, explain servicing and mileage. For exotics, show the exact vehicle being offered. The strongest content answers the questions that decide the booking.
