A practical Dubai car rental startup guide: business model, licensing, RTA, SIRA, TARS, startup costs, insurance and your first customers.

A car rental company needs more than cars and a trade licence. You need a customer you understand, permission to operate, vehicles that fit the business, and a repeatable way to quote, contract, hand over and collect each rental. Build those pieces together. Buying a fleet first and solving everything else later is an expensive way to learn.

This 2026 edition focuses on opening a conventional self-drive rental business in Dubai. It complements our original business guide with a practical setup sequence, cost framework and launch checklist.

01Choose a customer before choosing a car

Start with a clear use case: residents needing a monthly car, families visiting the UAE, business travellers, or customers booking a special occasion. Each needs a different combination of price, space, delivery, service and presentation. An economy hatchback and a premium SUV should not have the same acquisition plan.

For a new operator, a narrow, understandable offer is easier to execute. Compare a small group of models on purchase cost, insurance, maintenance, likely rental duration and resale. Monthly rentals can reduce repeated handovers, but they still require maintenance planning, payment follow-up and customer support. Long duration does not mean no work.

02Separate company formation from permission to rent

RTA identifies conventional car rental as activity code 5, with DET code 7710001, covering driverless rentals of at least one day. The published route begins with initial approval from the licensing authority, then the RTA application with company and owner/partner documents. Office and parking provision must suit the activity.

For a straightforward Dubai operating business, mainland is the route we would investigate first. That is a setup recommendation, not a claim that every free-zone route is prohibited. RTA also names free zones and development areas among licensing authorities. A cheap incorporation package alone does not establish permission to operate your intended fleet from your intended premises.

Before signing a setup package, ask the provider to identify the licensing authority, exact activity, external approvals, premises requirements and every excluded charge in writing. Match the proposal to your actual operating model rather than comparing only the advertised company-formation price.

03Check eligibility before paying for vehicles

Dubai registration, inspection, comprehensive insurance and approved tracking form part of the operating requirements. Vehicle-age rules vary by category. Confirm eligibility for the exact model and year before paying a non-refundable vehicle deposit. Ordinary daily rental permission should not be treated as an hourly car-sharing or private-owner P2P approval.

Ask the insurer to quote for the intended rental use, driver eligibility, excess, accident procedure and territorial cover. Then test the economics using achievable paid days, not the assumption that every car rents every day. Include cleaning, collection, delivery, maintenance downtime and depreciation. A car with strong resale appeal can still be a poor rental purchase if acquisition cost is too high.

04What does it cost to start in 2026?

There is no useful single startup price without a fleet size and premises plan. Separate published authority charges from supplier quotations and working capital.

RTA chargesThe activity card lists AED 1,000 licence/permit renewal, AED 100 training, and AED 2,000 annual category fees for fleets of 100 vehicles or fewer
VehiclesPurchase or finance, registration, inspection and an exit-value assumption
Insurance and securityRental-use cover, tracking installation/subscription, certification and premises systems
Monthly operationsStaff, delivery, cleaning, maintenance, software and customer acquisition
Cash reserveCapacity to handle idle cars, repairs and late customer payments

These RTA figures are separate published line items, not a complete opening invoice. Ask for the applicable new-application charges and any additional fees before budgeting. Request quotes that distinguish one-time setup, annual renewal and per-vehicle charges.

05Plan the tracking and office systems together

Vehicle tracking and premises surveillance are different jobs. SIRA's published rental-facility requirements cover cameras at entrances, emergency exits, reception and contract desks, and public areas, with recordings retained for at least 31 days. Give the installer the actual premises layout before accepting a quotation.

Ask what the security quotation delivers, not simply whether it is “SIRA”. Identify the equipment, installation, connection, certification, maintenance and renewal scope. Keep the completion records where the person responsible for renewals can find them.

06Make TARS part of the rental workflow

RTA describes TARS as its system for electronic rental contracts. Treat it as an operating process, not a registration you complete once and forget. Train the person handling rentals using the current official instructions. A WhatsApp conversation or an internal booking calendar is not a substitute for the required contract workflow.

For every rental, organise the customer and authorised-driver information, vehicle, dates, agreed charges and handover condition. Assign responsibility for recording the contract and processing extensions or returns under the current TARS guide. Use photos and a signed condition record at collection and return; make mileage, fuel, tolls, fines and late-return terms clear before the customer takes the keys.

07Prepare your first listings before launch

Build an offer a customer can understand quickly: real vehicle photos, exact model and year, availability, rental period, mileage allowance, deposit terms and delivery coverage. Show the full customer price clearly, with applicable tax and mandatory charges explained. Do not make the customer exchange ten messages to discover whether the advertised car is available.

Match the channel to the customer. Search-led pages can answer practical monthly-rental needs; visual social content can demonstrate the car and service. Neither replaces accurate stock or prompt responses. Track which enquiries become paid rentals and why the others are lost.

rentalfinder.ae is built around rental-company acquisition and operations support. Talk to us about presenting your fleet and organising enquiries. Establish the commercial fit and current onboarding terms directly, rather than assuming an old promotional price still applies.

08Run one complete handover rehearsal

Before accepting the first customer, walk a test booking through quotation, availability confirmation, document checks, contract handling, payment, delivery, return and reconciliation. Check who answers when a car is late, damaged or unavailable.

Launch when the operation works, not just when the logo is ready. A clear offer, eligible vehicles and a reliable handover process give a new company something more durable than an introductory discount.
